I enclose you copy of
a letter
dated 17th Inst., received from Mr. J. McLeavy Brown,
Commissioner of Customs for
Kowloon district, a
having reference to
my steam launch "Darel" having gone to
Chung đang without permission.
I have to state that my
action was in pursuance of some understanding with
the Chinese Customs with a
view to securing for the public the same
liberty
hitherto enjoyed by the inhabitants
of this Colony.
My launch
for some
years
back
has been loaned
once
a year
to a
Chinese priest for the
purpose of going to Chung đang. Hitherto
no permission has been required.
It now
seems that permission
must be obtained before launch can
go to any place in the Canton River,
a practice
as the public may
be ignorant as
of this fact, perhaps you may think it well
to issue
a notification to that effect.
